It runs from the GPU riser's 8-pin power header (the end marked MB/RISER) to the card's EPS-12V 8-pin socket (the end marked GPU). It is not the PCIe-style cable (Dell TR5TP, 8-pin to 6-pin + 6+2-pin) used by workstation cards. If you are adding an A40 or another Tesla-class card to an R740xd, this is the cable you are missing.

1. Read the auxiliary power line on your GPU's spec sheet. "8-pin CPU" or "EPS-12V" means this cable. "PCIe 8-pin" or "6+2-pin" means the TR5TP-style cable instead.
2. Slot-powered cards such as the Tesla T4, L4 and P4 draw 75 W or less and need no cable.
3. One cable powers one card. Two A40s need two cables.

Never force or adapt one connector type into the other. EPS-12V and PCIe 8-pin carry 12 V and ground on different pins. A plug that only fits with force is the wrong plug.

Does the NVIDIA A40 need the 4VPD3 cable in an R740xd?

Yes. The A40 has one 8-pin EPS-12V (CPU-style) power input, so one 4VPD3 cable powers one A40 in an R740 or R740xd.

What is the difference between 4VPD3 and TR5TP?

4VPD3 feeds an 8-pin EPS-12V input, used by data-center cards like the A40, V100 and P40. TR5TP feeds PCIe 6-pin and 6+2-pin inputs, used by workstation cards. They are not interchangeable.
